How to Apply for a Tobacco Licence in Thailand
Who Can Apply for a Tobacco Licence?
The Excise Department facilitates applications for licences to sell liquor, tobacco or playing cards from those eligible.
Eligibility to Apply for a Tobacco Licence
- The applicant must not have had their tobacco sales licence revoked within the past 1 year.
- The tobacco sales location must not be:
- An area where tobacco sales are prohibited by law
- At or adjacent to an educational institution under the National Education Act (for cigarette/Type 2 tobacco sales)
- At or adjacent to a temple, mosque, church or place of worship (for cigarette/Type 2 tobacco sales)
- A location where the previous licence holder was revoked, unless 5 years have passed
- Currently being used by someone whose licence is suspended
How to Apply
There are 4 application channels available:
- In Person - Contact your local Excise Area Office in Bangkok or any province to submit your application in person.
- By Post - You can renew your licence by post at any post office.
- Online - Licence renewals can be done via the internet.
- Payment Agent/Counter Service - Renew your licence through an authorised payment agent or counter service.
Documents Needed When Applying
New Applicant:
- Copy of house registration for the store premises
- Copy of applicant's ID card
- If renting, provide: Lease Agreement, Landlord Authorization Letter, Copies of Landlord & Tenant ID cards, Commercial Registration Certificate (for companies, not older than 6 months)
Applying Through a Representative:
- Power of Attorney with revenue stamp duty (฿10 single, ฿30 multiple applications)
- Copies of ID cards of applicant and representative
- For associations/clubs - copy of registration certificate
- For companies - copy of company registration cert from Ministry of Commerce (not older than 6 months)
Existing Licence Holder:
- Existing liquor/tobacco/playing cards licence
- Copy of applicant's ID card
- If name changed, include name change registration certificate
Application Period
- Licences expire on 31 December annually
- New licences issued 1 October - December for the following year
